Resilience is defined by the IPCC (Intergovernmental Panel on Climate Change) as the ability of social, economic, and environmental systems to cope with a hazardous event, trend, or disruption by responding or reorganizing in a way that maintains their capacity to adapt, learn, and transform.
The UN (United Nations), for its part, defines resilience as the ability of a system, community, or society that is potentially exposed to hazards to adapt by resisting or changing in order to achieve or maintain proper functioning within acceptable parameters. The resilience of a social system is determined by its ability to organize itself in such a way as to be better able to learn from past disasters in order to protect itself more effectively and reduce risks more efficiently.
