1. Validate the need

The need for a material, product or other component must be clearly defined, so that the buyer can consult his suppliers and match the need to the offer.

In this definition, the need is directly related to the material, product or component, in terms of quality and cost; however, it is also necessary to define the conditions of delivery time, buffer storage (if necessary), packaging, presence or absence of a material certificate or any other document justifying the conformity of the purchased product, etc.

Purchasing activities may also need to call on external service providers to produce the product or service. In the same way, it will be necessary to have precisely defined the framework and limits of this service.
