3. How to define priorities and propose a global quality plan to reduce the financial impact of non-quality?
Before we can define a global quality plan, we need to decide on the type of organization best suited to developing and implementing the solutions selected in the previous step. Indeed, the availability and allocation of resources may depend on the type of organization.
Some solutions can be allocated to the quality department. It is not desirable for there to be too many actions of this type, as the quality department should be seen more as a catalyst and "facilitator" than as the one "doing the quality".
Other solutions could be developed on a project basis: this has the advantage of being time-limited, and in some cases facilitates resource allocation and synergies. It does, however, require a long-term system to ensure that the results obtained during the project phase are preserved in operation....
