5.1 Take the time to read the draft prefectoral decree in detail and make reasoned observations to avoid penalizing situations.

Indeed, on receipt of the draft prefectoral decree and within the 15-day period allotted to the operator to provide his comments, it is important to know in detail the content and scope of the technical prescriptions retained. Some of them may be disproportionate to the environmental issues at stake, requiring significant changes to current operating conditions, and thus entailing substantial costs.
