2. Scope and content

The prefectoral operating authorization decree sets out the technical requirements that the operator must meet. Determined by the inspectorate of classified installations as part of the examination of the authorization file, these requirements are necessary to protect the interests covered by environmental law (public health, hygiene and safety, protection of the environment, fauna, flora, etc.).

These regulations govern the plant's operating conditions during start-up, malfunctions or temporary shutdowns. To this end, the authorization order regulates :

  • normal or chronic operation of the business, via limit values for aqueous, atmospheric and noise emissions, waste management procedures and plant layout conditions;

  • degraded operation of the business through emergency prevention requirements...
