What's the difference between a means of intervention and a means of protection?

Protective measures limit the consequences of an accident. These include firewalls, water curtains, etc. Response equipment, such as fire hoses, will act directly on the accident until it is over.

What is the relationship between the Internal Operations Plan and the Special Response Plan?

When an incident occurs within the perimeter of a classified facility, the operator triggers the POI.

If the incident is likely to have consequences beyond the plant's boundaries, creating a danger (e.g. toxic fumes) for the environment and the population, the emergency response plan is triggered. In this case, the police authority is responsible for directing rescue operations.
