3. Prepare the Internal Operations Plan

The POI can only be drawn up on the basis of a hazard study including an analysis of the various possible accident scenarios, their most damaging consequences and the resources to be deployed.

It describes the technical, organizational and management measures required to reduce the probability and effects of hazardous phenomena, and to influence their kinetics.

The content of the hazard study has evolved towards a strengthening of risk analysis, with the transposition into national law of Directive n°2012/18/EU known as the "Seveso 3 Directive" on the control of major-accident hazards involving dangerous substances. The ministerial decree of May 26, 2014 sets out the terms of the new content of the hazard study, as it will have to be carried out from 1 er June 2015.
