1. Defining the context, establishing a framework to determine the needs of stakeholders
Defining stakeholder needs is the very first sub-process contributing to the "accountability" process, itself integrated into the "project communication" process. It is generally recurrent and constant over time. First and foremost, there are a number of prerequisites.
Fit into a coherent overall picture (aligned with corporate strategy): are needs consistent with corporate strategy and project objectives?
Respect the company's and/or project's communication plan: what communication actions are being undertaken to meet other needs already identified? If no communication plan has been defined, this is an opportunity to create one.
Determine the objective of each communication action and each message to be conveyed: Why report? For what purpose?
