The processing flow of data arriving in random order must be channeled into six phases, which will enable :
understand what you're getting into;
act, decide, keep the tempo ;
draw up a short-term action plan ;
control the action plan ;
ensure business continuity (role of the other structure) ;
communicate simplicity and consistency.
A crisis unit is an instrument at the service of a decision-maker, an instrument that takes into account incoming information, structures it and gives it coherence. This same tool must be able to disseminate outgoing information and decisions.
