1. Define the objectives of the monitoring deliverable and its context of use

The monitoring deliverable must provide concrete answers to needs expressed upstream. It is essential to clearly define the objectives of the deliverable, as well as its context of use, in order to align it as closely as possible with the expectations, needs and requests of the client(s).

This organization work involves a scoping phase that covers the following elements:

• the addressee(s), qualified by their functions and the way they access information. Users are often on the move, have to make decisions quickly, and expect increasingly personalized content;

• the issues and sub-themes of the watch concerned by this deliverable;

• the nature of monitoring sources and content, which are no longer limited to textual elements, but are increasingly in multimedia...
