at the end of an ICPE application procedure, or following a request for information on changes to current authorization conditions;
following an inspection by the ICPE inspector (e.g. after an accident likely to have consequences for the environment, or following complaints from neighbors);
following a ministerial decree containing new requirements concerning the activities operated.

Yes, by definition, because it's a project, whether it's an AP in response to a request for authorization from the operator, or a supplementary AP.
