Do the terms "standard order" and "ministerial order" mean the same thing? Are they synonymous?

A standard decree is necessarily a ministerial decree, as it is signed by the responsible minister (Minister of the Environment and Sustainable Development). The reverse is not necessarily true, as a ministerial decree may come from other ministries (Interior, Justice).

If the operator considers the general requirements to be too restrictive, can he contest them?

He must address a request directly to the prefect, specifying the nature of the request and developing his arguments. However, it is unlikely that the prefect will contest a prescription issued by a government department.
