8. Glossary

Ministerial order

An arrêté is an administrative act issued by various authorities: the President of the Republic, the Prime Minister, a minister, a prefect (of a region or department), the president of a general council, a regional council, a public institution for inter-communal cooperation, a mayor, the president of a public institution, an independent administrative authority or a head of court (but only for the internal organization of the department).

Operator

Individual or legal entity holding (or applying for) an authorization to operate. A person submitting an application for authorization to operate (DAE) is also commonly referred to as a petitioner.
