3. Understanding the structure of a standard bylaw

The ministerial decree or standard decree is drawn up by the ministry responsible for the environment.

3.1 Structure of the model by-law

A standard bylaw is always built in the same way. It generally comprises ten parts:

  • General provisions: this section describes the procedures to be followed to ensure that the facility complies with the declaration, particularly in the event of modifications to the facility concerned. It also specifies the contents of the declaration file to be completed, as well as the procedure to be followed in the event of an accident and/or pollution, and in the event of a change of operator.
