From the date of receipt of the declaration receipt, the operator of an activity becomes subject to the standard decree for the corresponding heading, if one exists. These standard decrees contain general requirements to be met by the operator.
The operator must comply with these requirements. When a deviation from the regulations is detected, it is the operator's responsibility to check the deadlines for compliance stipulated in the decree. He must then identify non-conformities and implement action plans.
The standard by-law can be used as a tool for assessing plant compliance. The aim is simply to check that the installation complies with the various requirements of the decree.
