1. Choosing the quality policy writer and narrator

Management system standards all contain the following requirement: "Management must establish, implement and maintain a [quality/safety/environmental] policy...".

It's important to understand that quality policy is driven by company management, written by it or on its behalf, and in all cases validated by management (CEO, GM, collegially, if necessary by a committee of directors).

As for the writer, the truth is that it's uncommon for management itself to draft a quality policy from a blank sheet of paper. The more frequent situation is that a draft policy is prepared by the person in charge of the company's quality function, then amended, completed and signed by management before being communicated to internal and external company recipients.
