What is the difference between a "registration" ministerial order and a "declaration" ministerial order?
A "registration" ministerial decree sets out the general requirements applicable to E-classified facilities, while a "declaration" ministerial decree sets out the general requirements applicable to D or DC-classified facilities.
These two types of decree have many points in common: they are signed by the Ministry for the Environment, published in the Journal Officiel, are directly applicable to new installations, specify the deadlines and conditions under which they apply to existing installations, are based on a general framework, and are in line with the integrated approach, since they lay down requirements on all environmental topics (risks, water, air, noise, waste, etc.).
