6. Bid analysis

The authority responsible for analyzing bids varies according to the procedure used and the type of public purchaser.

It is not compulsory to use a commission to award the contract, but in practice, for the most important contracts, it is common to convene a specific commission, which may be called the Public Procurement Commission.

For public procurement contracts awarded by local authorities and their establishments, bids are analyzed by a tender committee, whose composition is set out in article L. 1411-5 of the Code général des collectivités territoriales .
