What are the conditions under which candidates can regularize their application files?
A double condition is imposed by article R. 2144-2 of Code de la commande publique .
Requests for the production of or additional documents must be sent "to all candidates concerned".
The public purchaser must impose "an appropriate and identical deadline for all".
