1. Creating a portfolio is a strategic decision
Most organizations today manage some of their activities in the form of projects. The proportion of activities carried out in project mode tends to grow, and therefore to consume more and more resources. As the organization's resources are not infinite, the governing body is quickly confronted with choices about how to allocate resources to the various projects underway... but also those to come.
