1. Nomenclature of 1810
The nomenclature distinguished three administrative regimes:
establishments and workshops that may no longer be set up in the vicinity of private dwellings, and for which it is necessary to obtain authorization from the Minister of the Interior;
establishments and workshops which do not have to be located far from residential areas, but which should only be set up once it is certain that the operations carried out there will not inconvenience or cause damage to neighboring homeowners. To set up such establishments, authorization from the prefect is required;
establishments and workshops that can be set up without inconvenience near private homes, and for which permission from the sub-prefect is required.
