1. Identify criteria for developing and formulating change objectives

The notion of objectives is to be taken in a broad sense: the topics discussed include those named "context" and "objectives" in the structure of the project management plan (PMP), and may also address other elements of the structure.

It should be remembered that change management is required for any project that modifies corporate strategy, organization, working methods and conditions, and/or may require a change in behavior, management style or corporate culture. The implementation and operation of such changes can only be successful if the stakeholders understand, adhere to, participate in, cooperate and get involved in the implementation.

Change objectives must therefore be designed and formulated to facilitate and encourage this participation, cooperation and involvement of stakeholders.
