2. Framing the consultation

The prerequisite is to formalize your expression of need, on the basis of the previously established facts, by endeavoring to precisely define your final qualitative and quantitative objectives, as well as the stakeholders (pilot, end customer, contributors, etc.). Depending on the complexity and scope of the requirement, it is often advisable to draw up specifications, if possible validated by all stakeholders. Nevertheless, it's important to maintain a certain degree of flexibility, as your objectives are likely to adjust over the course of the consultation. At this stage, it is also advisable to carry out a preliminary scoping of the operation's budget. At least two approaches can be used:
