The 2015 version of ISO 9001 no longer requires management to appoint a management representative. What does this mean for management reviews?
Chapter V, "Leadership", of the standard states that management is responsible for the effectiveness of the quality management system. In theory, this means that it is up to management to drive the decisions taken during the management system review. In actual practice, this is not always the case, and it is often the management representative who leads the review.
