3. Who assesses skill levels?

In general, skills assessment is one of the "deliverables" of the process managed by the Human Resources function.

Clearly, this assessment cannot be undertaken by a single person or department.

So it's not the HR department that carries out all these assessments. This is because it is clearly not in a position to assess all skills, and in particular the necessary business expertise.

These assessments must be carried out by people who have a complete overview of the ins and outs of the activities related to each function.
