1. Why measure skill levels?

The measurement of skills is one of the normative requirements to be taken into account. ISO 9001:2008, Chapter 6.2.2 "Competence, training and awareness", states that "the organization shall :

  • determine the skills required to produce the product/service ;

  • use training or other measures to acquire the necessary skills ;

  • … ;

  • maintain appropriate records concerning competence (initial and professional training, know-how and experience)".

It is one of the major activities in the process managed by the Human Resources function.
