Involving stakeholders even before all the changes brought about by the project have been identified entails certain risks:
Lack of time, resources or other priorities to involve stakeholders sufficiently;
insufficient involvement of stakeholders due to a lack of understanding of the rationale for change and, at worst, passive or active resistance to the planned change;
insufficient management of stakeholder contributions, leading to a lack of alignment with the objectives of detailed definition and implementation in the field;
in the operational phase, only partial use or abandonment of all or part of the changes and a partial return to the previous situation;
