Do you have to have customers to have proof?

No. You can rely on field tests, indicators of interest (pre-registrations), technical-economic comparisons, or feedback from partners. What's important is that the proof is verifiable and contextualized.

Can you talk about a customer without naming him?

Yes, if confidentiality dictates. In this case, use wording like "major player in the sector..." or "regional company specializing in...", and give a realistic context.

Do I need a complete business plan to pitch?

No, but a simplified version with cost, benefit and estimated ROI is highly recommended. It shows you've thought about economic viability.
